AIADMK general secretary and Tamil Nadu chief minister J Jayalalithaa on Monday announced the names of party candidates for the 39 Lok Sabha constituencies in Tamil Nadu and the lone constituency in Puducherry.

The party will withdraw a few candidates from constituencies where the alliance partners are expected to contest. "Talks are on with Left parties, the CPI and the CPM. After entering into an agreement with them, our candidates will be withdrawn in those areas," Jayalalithaa said.

The AIADMK leader announced that her whirlwind Lok Sabha election campaign would begin in Kancheepuram on March 3. She would cover at least 15 districts during the month-long campaign.

Soon, affordable movie tickets for the entire family could ease the load on your budget. Chennai Corporation, on Wednesday, announced the establishment of Amma Cinema Theatres on vacant land in various parts of the city.

Announcing 132 welfare and development schemes in the Corporation Budget 2014-2015, Mayor Saidai Duraisamy said the tickets would be affordable for the poor and the middle class.

Chief Minister Jayalalithaa has directed officials to devise a strategy to screen new blockbuster feature films in the proposed facilities to be constructed by the civic body, he said.

"Films are among the key entertainment avenues for residents in Chennai. But, most of the cinema theatres operate in commercial neighbourhoods with exorbitant ticket charges. Because of this, the poor and the middle class are unable to have entertainment," said Mr. Duraisamy.

According to official sources, at least five cinema theatres are likely to be constructed in the first phase in the city.

Abirami Ramanathan, President of Tamil Nadu Theatre Owners Federation, said that the federation welcomed the move.

"There is a need for theatres that price tickets at Rs. 10 - Rs. 20... but that can happen only if the government subsidises. The move will help kill piracy and bring back audience to the cinema halls," he said.

Sources in the civic body said, "We will not be running the theatres, but will give it to somebody to run them. The Corporation will, however, fix the tariff so that people are not fleeced," he said.

Other schemes include Amma Weekly Markets in 200 wards, Amma Women's Hostel, Amma Kudineer for residents, Amma Corporation Hostels and Amma Computer Training in the city.

A day after the Supreme Court commuted death sentences of three men convicted in the Rajiv Gandhi assassination case, the Tamil Nadu cabinet on Wednesday decided to release them and other convicts after due consultations with the Centre."The cabinet has taken a decision to release the three convicts, Perarivalan, Murugan and Santhan, along with those four, Nalini, Robert Pyas, Jayakumar and Ravichandran who are undergoing life sentence. The decision will be conveyed to the Centre for appropriate action. If we don't get their response in three days, we will release all convicts in accordance with the rights granted under Indian Constitution," chief minister J Jayalalithaa informed the state assembly.The Congress members walked out of the House protesting against the state government's decision."Releasing the assassins would set a wrong precedence," Congress floor leader N R Rangarajan said. A three-member bench, led by Chief Justice of India P Sathasivam on Tuesday commuted the death sentences of Perarivalan, Murugan and Santhan on the ground of a delay of nearly 11 years in deciding their mercy petitions. The state government has the right to release convicts who have completed 14 years in jail after considering their good conduct.

The Supreme Court on Tuesday commuted the death penalty of Rajiv Gandhi's killers to life term, citing the 11-year delay in deciding their mercy pleas.With this, the three convicts on death row in the Rajiv Gandhi assassination case — Santhan, Murugan and Perarivalan — have been spared the gallows.A bench headed by Chief Justice P Sathasivam rejected the Centre's submission that there was no unreasonable delay in deciding their mercy plea and the condemned prisoners did not go through agonizing experience as they were enjoying life behind the bars.The bench, also comprising justices Ranjan Gogoi and S K Singh, said they are unable to accept the Centre's view and commuted the death sentence of convicts to imprisonment for life subject to remission by the government. There had been inordinate delay on government and President's part to decide their mercy pleas, the SC judges said.The apex court rejected the Centre's contention that delay in deciding mercy plea of convicts Santhan, Murugan and Perarivalan did not result in agony."We implore government to render advice in reasonable time to the President for taking a decision on mercy pleas," the court said.The top court has asked the government to add a new criteria for considering commuting death penalty to life imprisonment — inordinate delay in deciding mercy petitions.It said the government should handle the cases of mercy petitions in a more systematic manner."We are confident that mercy plea can be decided at much faster speed than what is being done now," the bench said.The convicts had submitted that mercy plea of other prisoners, which were filed after them, were decided but their petitions were kept pending by the government.Their plea was strongly opposed by the Centre which had said that it was not a fit case for the apex court to commute death sentence on the ground of delay in deciding mercy plea.Admitting that there has been delay in deciding the mercy petitions, the government, however, had contended that the delay was not unreasonable, unexplainable and unconscionable to commute death penalty.The counsel, appearing for the convicts, had contested the Centre's arguments, saying that they have suffered due to the delay by the government in deciding the mercy petitions and the apex court should intervene and commute their death sentence to life term.The apex court had, in May 2012, decided to adjudicate the petitions of Rajiv Gandhi killers against their death penalty and had directed that their plea, pending with the Madras high court, be sent to it.Rajiv Gandhi was killed in May 1991. His assassins were convicted by a TADA court in January 1998 and were awarded death sentence, which was confirmed by the apex court May 11, 1999.
